Why did Sadam Hussein restrict the weapons inspectors if he did not have any weapons of mass destruction?

A few plausible theories I’ve heard:

One: He ordered his military to go ahead and manufacture chemical weapons and his military was unable to because of the embargo so they lied to Sadam so he would not kill them.

Two: He knew he did not have them but wanted the whole world to think he did so his many enemies both foreign and domestic would be afraid of him and not attack or try to assassinate him.

Three: He had a few and moved them to Syria in the months before the war began.
